It’s pretty obvious that it’s stuck somewhere in a development cycle. A good chunk of concept art has been leaked too, as has what looks like an engine test. They’re probably just waiting for the right time to release it. There’s rumors that Valve will encroach on the hardware market, so it would make sense for them to ship HL3 along with whatever hardware they’ve got planned.
